Orientations and Action Strategies

At the Urban Cycling Summit and the Urban Cycling Week organized by the Montréal Bike Coalition in May 2013, participants confirmed by an overwhelming majority the mandate the Coalition has adopted. Indeed, they are asking the Coalition to act as an exchange hub and a citizen consultation platform. They also want it to intervene as a voice for urban cyclists and to lobby in this field, while continuing to organize bicycle events.

The Montréal Bike Coalition is proud to receive the approval of Montréal cyclists and to present the guidelines and action strategies they proposed during this first consultative step.

Axis 1: Infrastructure

Orientation 1: Offer good quality, safe and secure bicycle infrastructure

  • Target dangerous areas and offer better signage and wayfinding to cyclists
  • Develop and maintain infrastructure allowing winter cycling
  • Offer a greater number of bicycle racks and secure bicycle parking

Orientation 2: Acknowledge the importance of bicycle paths in encouraging urban cycling

  • Improve the bicycle network and its connectivity throughout the island and on bridges
  • Offer bicycle infrastructure allowing rapid bicycle transit such as bike boulevards, two-lane paths, synchronized signal lights, etc.

Orientation 3: Work hand in hand with all actors in the transportation sector

  • Foster intermodality
  • Continue expansion of the Bixi network

Axis 2: Legislation

Orientation 1: Revise the Highway Safety Code and promote legislation improving safety for all

  • Allow cyclists to use reserved bus and taxi lanes
  • Update requirements pertaining to nighttime visibility of bicycles
  • Idaho Stop : law allowing cyclists to treat stop signs as yield signs
  • Car doors : increase fines for those found breaking the law to improve cyclists protection
  • Allow cyclists to use pedestrian signals at traffic lights
  • Increase the number of 30 km/h zones

Orientation 2: Highway Safety Code enforcement

  • Target more systematically the use of cell phones while driving
  • Enforce the rule forbidding road vehicles to park within 5 m of a street corner
  • Increase the penalities for vehicles blocking bikeways

Axis 3: Education

Orientation 1: Bicycle theft and parking

  • Inform and foster best practices to prevent theft and the sale of stolen bicycles
  • Push institutions to install indoor parking for bicycles

Orientation 2: Safety

  • Offer a specific framework of safe rules to follow to improve sharing of the road
  • Teach bicycle riding:
    • To children and their families through a school program included in school curricula
    • To newcomers and immigrants
    • To the general public through guidelines posted on Bixi stations and advertising campaigns using bicycle parking and other media
  • Teach sharing the road
  • Offer introductory mechanics courses to ensure the proper maintenance of bicycles and to increase cyclist autonomy

Orientation 3: Awareness campaigns

  • Promote the positive impacts of cycling on health, economy, quality of life, etc.
  • Raise awareness amongst businesses, employers and institutions on the needs of cyclists
  • Hand out both bouquets and brickbats for good initiatives and the lack thereof

Axis 4: Winter Cycling

  • Plow paths during the wintertime and make bike parking available all year long
  • Open bike paths on bridges throughout the year
  • Promote winter cycling with an annual event
  • Educate cyclists to demystify the clothes needed, the choice of bicycle and provide safety recommendations

All data has been collected during the Urban Cycling Summit, the Urban Cycling Week and through the online suggestions box on the Montréal Bike Coalition website. Participating cyclists submitted nearly 400 recommendations.
